Hispanics Undercounted
Both illegal and legal immigrants perceive the national census as a threat.  As a result, large numbers of Hispanics are undercounted. This has significant political and economical consequences in local and regional communities that ultimately affect Latinos negatively, as government funding and Congressional re-districting are often related to population figures. How can this be solved?
